Climate Mitigation
Achieve Net Zero Emissions
Climate change is an urgent issue confronting our world today. We are already seeing the effects of climate change in Santa Clara County, including heatwaves, flooding from extreme storms, and wildfires. Urgent action is needed to reduce greenhouse gas emissions and limit the effects from climate change.
Imperative to Santa Clara County’s —and the entire State’s – success will be the ability to coordinate climate action planning among cities and different stakeholders. The Collaborative focuses on regional coordination that pool resources, leverage partnerships, and unlock the potential of community-centered climate action to achieve net zero emissions.
Introducing the EPA's Climate Pollution Reduction Grant for a Healthier Tomorrow!
The Santa Clara County Climate Collaborative and neighboring San Benito County are working together to address harmful air pollution and combat climate change in our environmental justice communities. Through the Environmental Protection Agency's (EPA) Climate Pollution Reduction Grant Program (CPRG), we have successfully secured a grant to create ambitious plans focused on reducing greenhouse gas emissions and improving air quality, for all communities throughout Santa Clara County and San Benito County.
Planning for a Cleaner Future
Action Today & Strategies for Tomorrow
Priority Climate Action Plan (PCAP)
The PCAP is comprised of a regional greenhouse gas emissions inventory and high-impact, near-term priority projects that directly benefit both our communities and the environment. We are collaborating with public agencies and local community-based organizations (CBOs) to coordinate efforts and gather valuable input.

Below is the finalized PCAP for the Santa Clara and San Benito County MSA, completed March 1, 2024.
Comprehensive Climate Action Plan (CCAP)
Taking our commitment further, we are creating a longer-term comprehensive plan to reduce greenhouse gas emissions, that reduces pollution and benefits low-income communities through the creation of good jobs in the process.
Turning Plans into Action
Implementation Grants
Armed with the priorities outlined in the PCAP, eligible applicants in Santa Clara and San Benito counties will be eligible to apply for EPA Implementation Grants. This funding will help turn our visionary projects into reality, benefiting our most vibrant, but historically underserved communities and fostering a healthier environment for all. Together, we are taking bold steps toward a cleaner, more equitable future.
